NEW: Changed two hard-coded CIO output names to variables

The Low Level CIO Cross Reference list now include Carriage Cross Slide Advance and Return output names.

FIXED: Safety Mat Close Chuck Issue

The chuck would not close with a foot pedal press when the safety mat was activated. This has been fixed.
