New - Single Instance Logic Added
When multiple NLM instances load, the NLM programs can compete with each other. So now only one instance of the program can be loaded at a time.
If an instance is already running and an operator loads another instance, then the first instance receives focus, and the second instance never loads. (There's no rude "Already running" dialog - we cannot stand those.)
