FIX for TubeCAD Long Chart ROTATION value placement
The ROTATIONS in the TubeCAD LONG chart were inserted one row too high. For example, the rotation between bends 1 and 2 may be -149.9 degrees. In previous versions of this chart style, the value is placed between bends 2 and 3 (see the blue line below).
Here is the same chart with that same angle moved up to the proper location:

Since that does not really make sense in the real world, the solution was to increase the tolerance to +/- 0.09 degrees. Any rotation value within 0.09 degrees of zero is now reported as an "SP" rotation in the Long chart style.
