FIX - Tangent Circle Location Precision

It was discovered that the TubeCAD logic was not placing tangent circles in the correct (perfect) orientation. This has been fixed.
All views with diameters are impacted by this change.

Other

Because of automatic handling of the ARCSTEP variables, TubeCAD now performs Auto Arrange faster.
