FIX - Automatic Language Change in Edit Boxes

When VTube-STEP edit boxes received focus (they were tabbed into or clicked on), they would change the Windows system language to Chinese. (The Windows IME [Input Method Editor] server does not change automatically to Chinese.) This has been changed so that the language no longer changes automatically.
