Enhancement - Shows Users Who are Using Licenses in NLM

This version can now show all Users that have checked out a floating license for each program licensed in the Network License Manager. This feature allows any user to determine who is using a floating license of a product so that they can easily ask the other use to log out if necessary to gain a new free license.
